Todd Rapp
President + CEOTodd Rapp is CEO and President of Rapp Strategies, Inc. For the past 24 years, Todd has provided strategic counsel to state, regional and national clients in areas of issue management, media relations, opinion research, public communication and engagement, coalition development, stakeholder advocacy, risk/reputation management and crisis prevention. While most of Rapp Strategies’ work centers on the Upper Midwest, Todd has worked on successful projects in a number of states from Oregon to Pennsylvania.
Previously, Todd served as Director of Minnesota Public Affairs for Northern States Power Company prior to its merger with New Century Energies (which created Xcel Energy). During his time at the Minnesota Legislature, he served as Executive Director for House Speaker Phil Carruthers and the Democratic (DFL) Caucus, and Political Director for Senate Majority Leader Roger Moe. He also spent two election cycles as the State Campaign Director for the Minnesota DFL Party, as well as on the congressional staff of United States Representative Gerry Sikorski.
He is currently a guest commentator on state and national public affairs for Minnesota Public Radio, and frequently accepts invitations from private organizations, public entities and the media to share perspectives on the changing political environment in Minnesota and the United States. Todd has also presented at regional meetings and national conferences on the topic of the role of public affairs in corporate risk management.

Information campaigns for 99 successful local referenda that provided more funding for education and other local services
